Advanced proposal inspection and corrections

The normal workflow is conversational: ask the Steward to construct the proposal and it will save the canonical revision when the evidence is sufficient. Editable development proposal fields are an advanced inspection and correction surface; expand these technical details only to inspect or make an authorized correction, and do not use this editor as the normal proposal-authoring step.
